Consumer Reports Tested Korean Sunscreens Against Their US Versions. Here’s What the Numbers Say (and Don’t)
In July 2026, Consumer Reports published a test a lot of people had been waiting for: three K-beauty brands, the Korean formula of each against the formula the same brand sells in the United States, measured in the same lab. The Consumer Reports Korean sunscreen test was shared on the strength of one number, that the Korean versions tested higher for SPF in all three pairs. That number is real. But the article under it is full of limits that didn’t make the headlines, and some of its figures are easy to read as saying more than they do. We read the CR article in full, the labels for the exact US products CR named, and two studies that put CR’s method in context. Here’s what the test measured, what it didn’t, and which bottles it was measuring.
The short version: Consumer Reports tested six facial sunscreens, the Korean and US formulas of Beauty of Joseon, Innisfree, and Round Lab, in what it called “a small comparison test.”[1] On CR’s average tested SPF, the Korean formulas came in at 36, 48, and 46 against 19, 16, and 16 for the US formulas, and CR wrote that the Korean products “provided significantly better protection than the U.S. formulas.”[1] What the headlines skipped: CR’s SPF test uses three people per product, the UVA scores tied in two of three pairs, CR’s blind sensory panel found the Korean versions no lighter than the US ones, and the Korean bottles got no official rating because they can’t legally be sold in the US. And in two of three cases, the US products CR tested are not the ones earlier Korean vs American sunscreen comparisons (ours included) looked at.
What the Consumer Reports Korean sunscreen test actually measured
CR framed the question and its limits in one sentence: “While we can’t claim to have a definitive answer to that question, CR did a small comparison test of six facial sunscreens from three K-beauty brands: Beauty of Joseon, Innisfree, and Round Lab.”[1] CR bought the Korean bottles from overseas websites and ran both lab tests and a blind sensory panel. One decision shapes everything below: “Although the U.S. formulas are listed in our ratings, we made the decision not to officially rate the Korean formulas because they don’t comply with Food and Drug Administration sunscreen regulations and cannot be sold legally in the U.S.”[1] What CR published instead is an average tested SPF plus a UVA score and a UVB score for each product. CR says it contacted the three brands, and “The companies did not immediately respond.”[1]

UVA and UVB scores are CR’s five-level grades. The key under CR’s chart runs “dark green excellent, light green, very good, yellow good, orange fair, red poor,” so 5 is Excellent, 3 is Good, and 2 is Fair.[1] CR does not publish the numeric thresholds behind those grades.
Two notes on reading it. Because the thresholds are unpublished, we can’t tell you what UVA protection factor earns a 5 or what tested SPF earns a 2, and anyone who converts a CR 5 into a PA rating is guessing. And look at the UVA column before the headline: in two of three pairs the Korean and US formulas both scored 5. The gap CR found is mostly an SPF gap. That matters for the quotes that traveled. CR’s deputy editor Trisha Calvo, as quoted by WTOP: “What we found in each instance was that the Korean formula was more effective than the U.S. formula in protecting against UVA and UVB rays.”[3] On UVB that matches the chart. On UVA the chart shows a tie for Beauty of Joseon and for Innisfree; Round Lab is the only pair where the US formula scored lower.
How CR measured SPF, and why “three people” matters
CR says its protocol is “modeled on the one the FDA requires sunscreen manufacturers to use,” with those standards used “as benchmarks.”[1] The sentence to underline: “For SPF, we test the sunscreens on three people, which is fewer than the FDA’s protocol calls for, but we use a statistical analysis to verify our results.”[1] So when CR writes that “The Korean products provided significantly better protection than the U.S. formulas,”[1] read “significantly” as everyday English from an article that calls itself a small comparison test run on three panelists. CR doesn’t report a p-value or a confidence interval, and we’re not going to invent one. The direction of the result is consistent across all three pairs. Its size, on three people, is rough.
For water-resistant products, CR’s panelists “soak in a tub of water for 40 or 80 minutes, depending on the product’s water-resistance claim,” and CR performs the test after immersion “only for water-resistant sunscreens.”[1] What the article doesn’t say is which of the six went into the tub. Beauty of Joseon’s page for the US Day Dew says it’s water-resistant for 80 minutes,[9] so under CR’s stated rule it would be soaked first, but CR never lists that product by product, and we won’t fill the gap for them. What a 40- or 80-minute claim involves is its own test, covered in our piece on water resistance testing.
Why keep coming back to three people? Because SPF testing is noisy even at full scale. A 2016 study gathered at least three in vivo SPF results from different labs for each of 44 sunscreens sold in Europe and found that “with coefficients of variation for in vivo SPF determinations that exceed 50% in some cases, as an example, the same product could in reality be claimed to be SPF 30, SPF 50 or SPF 50+.”[5] Its authors note that “Only one in vivo SPF value from one laboratory is required for claiming an SPF value.”[5] That cuts both ways. It’s a reason not to treat CR’s 36 as the truth about Beauty of Joseon, and a reason not to treat the 50+ on the box as the truth either. What the UVA score of 5 does and doesn’t tell you
The UVA number comes from a different kind of test. “To test for UVA protection, we smear sunscreen onto plastic plates, pass UV light through them, and measure the amount of UVA and UVB radiation absorbed. That information is used to calculate our UVA score.”[1] No skin, no volunteers. CR explains why it doesn’t just use the FDA’s test: “The critical wavelength test is a pass/fail test, and just as you can pass a test with either an A or a D grade, some sunscreens do a much better job of defending against UVA than others.”[1] In the footnote to its chart, CR says it uses “a test similar to the one used to determine PA in our UVA ratings.”[1] Similar is CR’s word, and it’s as far as the article goes. A CR 5 is not a PA rating, and CR doesn’t say what it would translate to.
Two pieces of context shrink the 5 a little. First, a top UVA score is not rare in CR’s testing. In its 2026 sunscreen roundup, CR reported that “About 70 percent of the sunscreens overall got top marks in our UVA test and provide very good to excellent protection.”[2] Scoring 5 puts the Korean formulas in a large group, not a class of their own. Second, a tied grade does not mean equal protection. A 2026 study measured UVA protection factor in vivo across 38 SPF 50 and 50+ sunscreens from Europe, Latin America, Oceania, and Asia and found “variation of UVA-PF ranging from 3.6 to 46.6,” along with “a lack of relationship between SPF and UVA-PF values.”[6] Any grading scale with a ceiling hides that spread. It’s the caveat we attached to PA++++ in our PA rating explainer: the top grade is a floor, and two products can share it while one blocks far more UVA than the other. CR’s 5 has the same problem, with the added wrinkle that we don’t know where CR’s floor is.
The uncomfortable number: SPF 50+ on the label, 36 in CR’s test
The tidy reading of CR’s test is that Korean sunscreens are better. The less tidy reading is that the Korean sunscreen with the largest online footprint of the three measured 36 against a label of 50+, and the other two Korean formulas, at 48 and 46, also came in under theirs. What does 50+ promise? Under Korea’s functional cosmetics review rule (MFDS Notice No. 2023-61, Article 13, Paragraph 2, Item 1), a product is labeled with a whole number between the measured SPF average and 20% below it, and anything averaging 50 or more is written “SPF50+.”[4] So 50+ means the brand’s submitted test averaged 50 or above. It doesn’t mean every lab on every day will get 50.
CR’s own baseline is the context the headlines left out. In its 2026 roundup: “In CR’s tests of 130 sunscreens, a majority had an average tested SPF below the SPF listed on the label.”[2] Among the ones that missed, “close to two-thirds averaged an SPF 15 or higher. About one-fifth of them averaged SPF 30 or higher.”[2] By that yardstick the three Korean formulas, at 36 to 48, are at the upper end of the misses, and the three US formulas, at 16 to 19, are with the bulk of them. CR’s chart is an industry-wide problem in miniature, not a Korean one.
Where does that leave Beauty of Joseon? Not convicted. One test on three people, from an organization that tells you its protocol is smaller than the FDA’s, cannot overturn a label. It can raise a question. The label, for its part, is also a measurement, and the rules allow a single lab result, which is exactly what the 2016 study was complaining about.[5] The fair summary is that CR’s 36 and the box’s 50+ are two measurements of the same cream that disagree, and nobody outside the brand and CR has the data to referee. When a low result starts to count against a label, and what it took in the 2020 Purito case, is in the same SPF label piece.
The “lightweight” reputation didn’t survive a blind test
The part of CR’s article that got the least coverage is the part that surprised CR. The sensory tests are blind, “so our panelists’ conclusions are not influenced by any expectations based on labeling or brands.”[1] Mely Llamas, who oversaw them: “You often hear that Korean sunscreens are so lightweight and absorb so quickly that it’s like wearing nothing at all,” and then, “But that wasn’t our panel’s experience. Their feel and look on the skin were on a par with many of the other more cosmetically elegant facial sunscreens in our tests, but none stood out as being super lightweight or having a barely-there feel.”[1]
The pairs didn’t separate either. “We saw little difference between the brand pairings, and all six sunscreens performed similarly. They required a fair amount of effort to rub in and initially felt greasy and left a white cast. After 10 minutes, the sunscreens absorbed fairly well, but a slight greasy feeling remained. On the positive side, the panelists found all the products left skin feeling moisturized and gave it a dewy look.”[1] Keep the two halves together. The white cast was what the panel saw at first, and “After 10 minutes” it had mostly gone. Quoting only the first half would make these sound like six chalky mineral creams, which is not what CR wrote.
We’ll be straight about how this lands on our own work. In our piece on why the US versions are different, we passed along user reviews describing the American Beauty of Joseon as heavier than the Korean version, and we labeled that a report from users rather than a lab result. CR’s panel is the lab result, and it found little difference. Both can be true: people with a bottle in each hand do report a gap, and a trained blind panel rating six products against CR’s wider field didn’t see one worth calling out. Why the Korean bottle can’t be rated, can’t be sold, and might not clear customs
The regulatory reason is short, and we’ve told the long version before. In CR’s words: “The FDA regulates sunscreen as a drug, so getting FDA approval for new UV filters is a long and expensive process. In Korea and myriad other countries, sunscreens are regulated as cosmetics, and the approval process is more streamlined.”[1] The consequence: “Korean sunscreens that contain filters that have not been approved by the FDA can’t be legally sold here.”[1] CR adds that this is “one reason the brands we tested developed different products for the U.S. market.”[1] How many filters each side allows is a number people argue about, partly because the answer depends on the date you ask, so we’ll point you to the Korean list in why Korean sunscreen rather than repeat a count here.
Note the scope of “can’t be legally sold here.” CR didn’t say buying is illegal. It said individuals can purchase the Korean formulas from overseas websites, which is how CR got its own samples, and that doing so “comes with a risk: If your package is flagged at the border, it may be confiscated.”[1] The basis CR cites is the FDA’s Regulatory Procedures Manual, under which, in CR’s summary, FDA staff decide “on a case-by-case basis” whether a personal shipment of a drug that appears to break the rules gets through.[1] We’re relaying CR’s reading of the manual; the FDA’s own copy of that chapter wasn’t reachable at its usual address when we checked.
One filter has moved since the brands built their US formulas. CR notes that in June the FDA approved bemotrizinol, “the first new filter in more than 25 years,” and adds that “This ingredient is one of several filters used in Innisfree’s Korean formula.”[1] The INCIDecoder listing for Innisfree’s Intensive Long-lasting Sunscreen EX does show bis-ethylhexyloxyphenol methoxyphenyl triazine, bemotrizinol’s ingredient-list name.[10] We covered that approval when the FDA cleared it and when the order took effect, so we’ll only add what the Korean industry said. One industry official told The Korea Herald that “Approving bemotrizinol alone does not mean Korean sunscreens can now be exported to the US as-is.”[11] That article was about the approval, not CR’s test.
Which US bottle did CR test? Probably not the one in your bathroom
This is the detail we’d put at the top if headlines allowed footnotes. Each of the three brands sells more than one sunscreen in the US, and CR’s chart names the specific one it tested. In two of the three cases it is not the product that comparison articles, ours included, have been putting next to the Korean original.
- Beauty of Joseon. CR tested “Day Dew Sunscreen SPF 50.”[1] The brand’s page describes Day Dew as “made for the U.S. market using active ingredients officially defined under FDA regulations” and lists Avobenzone 3.0%, Homosalate 7.0%, Octisalate 5.0%, and Octocrylene 5.0% as its actives, with 80-minute water resistance.[9] That’s a different product from the Daily Relief Sunscreen SPF 40, the US Beauty of Joseon in our Korean-versus-US comparison. If you’ve read that the US Beauty of Joseon is an SPF 40, that’s still true of Daily Relief. CR’s 19 was measured on Day Dew, a product labeled SPF 50. The Korean Relief Sun’s filters are in our ingredient breakdown; this article doesn’t restate them.
- Round Lab. CR tested “Birch Juice Mild Up Sunscreen UVLock SPF 50+ Broad Spectrum.”[1] The DailyMed label for Round Lab Birch Juice Mild-Up UVLock Sunscreen (filed as SPF50 Broad Spectrum; CR writes 50+) lists a single active: Zinc Oxide 17%.[7] That makes it a mineral sunscreen. The US Round Lab in our Birch Juice review and in the comparison piece is the Birch Juice Moisturizing UVLOCK, an avobenzone, homosalate, and octisalate formula. Different actives, different product, and the row in CR’s chart where the US formula scored lowest on UVA, 3 against the Korean 5, is the zinc oxide one.
- Innisfree. CR tested “Daily UV Defense SPF 36.”[1] The DailyMed label for Innisfree Daily UV Defense Sunscreen Broad Spectrum SPF 36 lists Avobenzone 2.5%, Homosalate 7.0%, and Octisalate 4.3%.[8] DailyMed also carries a separate Innisfree Daily UV Defense Mineral Sunscreen, a zinc oxide lotion, and CR’s article doesn’t say which it bought; we’re going by the SPF 36 in CR’s product name, which matches the avobenzone listing.[8] Innisfree’s Korean Daily UV tone-up sunscreen, which we reviewed separately, is a different product that shares part of the name.
So before you hold your own tubes up to CR’s chart, read the Drug Facts panel. If your US Beauty of Joseon says SPF 40, CR didn’t test it. If your US Round Lab lists avobenzone, CR didn’t test it either. The numbers above describe the bottles CR named, and nothing else.

On August 27, 2026, The Korea Times published “Same brand, different SPF,” an article sourced from the Korean health outlet Kormedi.com and translated into English, which summarized CR’s comparison as evidence that Korean sunscreens “outperform US versions.”[12] The article reports the same tested SPF figures as CR’s chart above: 36, 48, and 46 for the Korean formulas against 19, 16, and 16 for the US ones. It adds no independent test data.
The coverage is a signal that the story traveled outside the US beauty press and into Korean-language outlets. It carries the same limits as the original: three brands, one lab, three people per product. For the six products it tested, yes, with limits CR stated itself. Is it legal to buy the Korean version in the US?
CR’s article separates selling from buying. Does SPF 36 mean the Beauty of Joseon label is false?
Not on this evidence. CR’s 36 comes from one test on three people, which CR says is fewer than the FDA protocol calls for.[1] Under Korea’s labeling rule, SPF50+ means the brand’s submitted test averaged 50 or more,[4] and published research shows the same sunscreen can be claimed as SPF 30, 50, or 50+ depending on the lab.[5] CR’s own 2026 testing found a majority of 130 sunscreens below their labeled SPF.[2] Two measurements disagree; that’s a reason to want more testing, not a verdict.
